
Enhancing intermunicipal cooperation for Sustainable Urban Development in Portugal: a capacity building event
This event aimed at supporting these institutions to better implement their sustainable urban development strategies financed through EU Cohesion Policy and focused on:
- discussing and showcasing innovative intermunicipal/multi-level governance models for sustainable urban development;
- presenting innovative sustainable urban development projects in different themes from Portugal and other EU Member States with a view to upscaling or replicating such projects at CIM/Metropolitan Area levels.
By the end of the two-day event, participants were able to:
- find inspiration in what worked or did not work in other areas;
- build their capacities, skills and knowledge on specific topics related to intermunicipal cooperation for SUD in Portugal;
- build a toolbox to help them adapt and implement innovative ideas to their own context and their specific challenges;
- take a first step on the EUI capacity building learning path and prepare their participation in other events and formats (e.g. City-to-City Exchange, Peer Review).
The specific topics which were tackled throughout the event, in various interactive formats, had been identified by the Portuguese CIMs, Metropolitan Areas and Municipalities through a survey they filled in in November 2024. Some of the challenges that were named included multi-level coordination and participation, need for technical capacity building, attracting and retaining talent, circular economy, managing the digital transformation, and territorial resilience.
