EUI Peer Review 11 - Poland

Sustainable urban development is more than a buzzword — it's a pathway for cities to transform challenges into opportunities. The European Urban Initiative, through its ambitious Peer Review programme, helps cities refine their strategies, learn from peers across Europe, and strengthen the implementation of sustainable urban development (SUD) under EU cohesion funding frameworks.
Following the success of previous editions, Peer Review 11 is scheduled to take place in Poland, bringing together cities, experts, and reviewers for a rigorous, collaborative exchange of ideas and insights.

Poland has already hosted previous EUI peer review events. For instance, the city of Kalisz served as a city under review in an earlier edition, focusing on themes like integrating a 15-minute city concept, coordination with surrounding municipalities, and revitalisation strategies. This time, the 3 cities under review selected during our Spring 2025 call: Stalowa Wola (PL), Szombathely (HU) and Cluj-Napoca (RO) will engage on topics related to sources of funding, progress tracking tools and systems, collaboration between public and private actors, cross-border collaboration, evidence-based data collection, and more.

These topics, pre-identified in the application form, are rediscussed with the experts working with each city, reformulated and put into context with the help of the SAT4SUD – a self-assessment tool addressed to local authorities and providing guidance when evaluating the strategy’s completeness and quality, from its design and implementation, to its monitoring and evaluation. This tool is available to any city wishing to work on their SUD strategy.

After the Peer Review, the three cities under review will receive a personalised report with recommendations and practical ideas helping them tackle their challenges. They will also be assisted in applying for a City-to-City Exchange, which should allow them to take another step toward achieving their goal.
