Time2Adapt at the EUI Innovative Actions Seminar in Fuenlabrada

François Lescaux and Ophélie Tainguy from the Time2Adapt project team participated in the EUI Innovative Actions seminar held in Fuenlabrada on 19–20 November 2025. The event brought together all projects selected under the first EUI call on the New European Bauhaus (NEB), creating a dedicated space for cities to learn from one another, explore different approaches to NEB implementation, and openly discuss the challenges encountered during the first half of the programme.
For the 2 representatives of Time2Adapt project team, the seminar was an opportunity to step back from daily implementation, connect with peers, and gather insights that will help shape the next phase of the project.

Sharing practices on NEB implementation

A group session invited all projects to assess their activities in connection with the New European Bauhaus (NEB) principles. This exchange helped identify shared areas for improvement—such as community-building, inclusion of vulnerable groups, sustainability of materials, and the intention behind artistic components—and highlighted practical ways for Time2Adapt to improve their integration into its second wave of activities.
 

Learning from other cities’ approaches to evaluation

Ophélie presented Time2Adapt’s monitoring and evaluation approach, developed by the MEL Evaluation Team (Isabelle Bricout and Elisabeth Lopez). The presentation drew strong interest, particularly for the choice to internalise the evaluation within the Metropole and for the mixed indicators created to monitor and assess the impact of Time2Adapt experiments on heat perception . Several cities were also interested in Time2Adapt’s two-phase structure, which places evaluation at the core of the project’s intervention logic and reinforces the value of embedding a continuous learning process throughout the entire project lifecycle. The session also provided a useful opportunity to learn how other cities organise their evaluation systems and address the challenge of measuring long-term impact within a 3.5-year timeframe.

Common challenges in partnership management and engagement

The World Café sessions showed that many cities face similar issues: coordinating partners with different professional cultures and timelines, mobilising technical departments with the lead urban authority, and engaging with residents who are usually distant from public participation. Exchanging openly on these challenges helped identify possible solutions and reinforced the importance of maintaining strong coordination and building trust within partnerships.

A useful step forward for the second phase of Time2Adapt

Overall, the seminar helped reinforce connections with other Innovative Actions projects and provided concrete insights that will support Time2Adapt as it moves into its next phase. The exchanges were particularly valuable for learning from cities facing similar implementation challenges and experimenting with solutions on the ground.
