Energy2Act empowers Cesena’s local communities to co-design Positive Clean Energy Neighbourhoods (PCENs) and lead the energy transition from the ground up, guided by a shared vision of a climate-neutral future. By fostering local ownership of the transition process through the Community Readiness Level (CRL) model, the project boosts the collective capacity to act. With tools like the One-Stop-Shop for Climate Communities, a data-driven decision support system, and solidarity-based energy solutions, Energy2Act builds Energy Culture and strengthens alliances between citizens and institutions to help achieve climate neutrality by 2050.

Our main challenges...

  • Residential and tertiary sectors produce over 70% of local CO2 emissions, yet private actors, especially in vulnerable neighbourhoods, remain disengaged due to economic barriers, lack of incentives, and poor access to clear information or support.

  • In Vigne, where most buildings are energy inefficient and privately owned, residents facing energy poverty are left to shoulder retrofit costs individually, despite the urgency of social and environmental needs.

  • The energy transition demands new forms of cooperation between public, private and civic actors, yet existing governance models often lack the inclusivity and flexibility needed to develop effective, context-sensitive strategies.

and proposed solutions

  • One-Stop-Shop for Climate Communities (OSS-CC), a public-private service hub offering integrated building-to-neighbourhood renovation support, and guiding citizens and stakeholders through a co-designed community journey toward climate neutrality.

  • Cesena Energy Living Lab (CELL), a new urban reference point where citizens, professionals and institutions can meet, experiment, decide and act together to build local energy culture and activate climate solutions at the neighbourhood scale.

  • Community Readiness Level (CRL) Model, an incremental system to assess and strengthen communities’ capacity to act, replacing passive engagement with active ownership and providing tools, skills and pathways to mature collectively.
