Striving for digitalisation and active citizen engagement

Liepāja, on the Baltic coast, has ambitious goals to become a modern, smart, transparent and green city. This vision is outlined in the municipality’s sustainable development strategy for 2035 and development programme for 2022-2027. Key areas include accessible housing, improved living environments and public transport, and enhanced digitalisation. But in order to reach these sustainable development goals, Liepāja needed new approaches, methods and capacities. The city turned to Gavà and Tampere to gain practical insights into EU projects and procurement, citizen engagement, digitisation and multi-stakeholder participation.
