EcoHub Exchange: Fingal Learning from Nokia's Eco-Industrial Zones

About the project

Fingal County Council in Ireland is dedicated to fostering sustainable economic growth within its region. This focus is clearly outlined in the Fingal County Development Plan 2023 - 2029, which prioritizes the creation of vibrant, socially and economically active urban and rural areas while safeguarding the prospects of future generations.

The town of Balbriggan, with a population of 36,570, has been chosen as a key site for sustainable economic development. Known for its young, diverse, and fast-growing population—an average age of 30.8 years and a population increase of 194% over the past two decades—Balbriggan is strategically located along the Dublin-Belfast Corridor, a crucial economic route in Ireland. This location provides excellent access to major logistics hubs like Dublin Airport and Dublin Port.

Fingal Council plans to leverage Balbriggan's advantageous location by transforming 200 hectares of underutilized land designated for industrial use into an eco-industrial zone, aimed at driving inclusive and sustainable economic growth for the area.

Challenges

  • Balbriggans proximity to Dublin, it faces barriers to education & employment.

  • The town is classified as relatively disadvantaged.

  • So far, Balbriggan did not succeed in capitalizing from its strategic location along the Dublin Belfast Corridor.

Proposed solutions

  • Has a lot of experience from the development and management of the eco-industrial zone ECO3.

  • Balbriggan will benefit from learning from Nokia’s practical experience & proven results in the development of its own eco-industrial zone.

  • Learnings during the exchange will be summarized in a guidance document for the industrial landbank in Balbriggan.
